Bill Overview

Analyzed Economic Effects

7 provisions identified: 6 benefits, 1 costs, 0 mixed.

Clearer towing and driver course rules

Beginning May 6, 2026, the Department of Public Safety makes rules under the Traffic Code. It sets performance standards for towing companies used by the department and advises on safe school bus design and operation. The department also adopts standards for the curriculum and teaching methods of a motor vehicle accident prevention course. These steps aim to improve safety and make standards clearer for providers and drivers.

Expanded state security and enforcement

Beginning May 6, 2026, the Department of Public Safety provides security for public officials, their staff, and the Capitol Hill complex. The department also helps law enforcement fight drug trafficking. It carries out duties related to restricted foreign entities under state law. These actions aim to improve safety and state security.

Stronger emergency planning and 911

Beginning May 6, 2026, the Department of Public Safety carries out federal right‑to‑know rules for hazardous chemicals and emergency planning. The department also works with the Division of Technology Services on dispatch and telecom contracts and funding to support 911 and emergency communications. The department implements the interstate mutual‑aid compact so help can flow across state lines during big emergencies. These steps aim to improve hazard information, keep 911 reliable, and speed disaster response.

Stronger support for crime victims

Beginning May 6, 2026, the Department of Public Safety fulfills lethality assessment duties tied to domestic violence response. The department helps the state justice commission and the victims office with research and program monitoring. It also sets sexual assault exam standards with the Utah Hospital Association so medical providers follow consistent care and evidence protocols. These steps aim to protect victims and improve services and responses.

School safety liaison and training rules

Beginning May 6, 2026, the Department of Public Safety employs a law enforcement officer as a public safety liaison at the State Board of Education. The liaison supports school resource officer training and helps create model policies and agreements between schools and police. The department also ensures any required training or certification under its authority follows statewide training law. This improves coordination in schools and standardizes training for public employees.

State organ donor registry authority

Beginning May 6, 2026, the Department of Public Safety may set up or contract for a state organ donor registry. The law authorizes the registry but does not set funding or enrollment rules. The goal is to support organ donation and transplant matching.

New fees for DPS services

Beginning May 6, 2026, the Department of Public Safety sets a fee schedule for services it provides. You may see new or changed charges for certain driver or vehicle services. Fees not listed in law must be set through the state’s fee process. The law does not list any dollar amounts.
