Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

More prescriptions directly from pharmacists

Licensed pharmacists can prescribe some non‑controlled drugs and devices named by the division. The list targets public health needs like HIV PrEP/PEP, self‑administered hormonal birth control (pills, rings, patches), naloxone, vaccines, epinephrine, smoking‑cessation aids, and fluoride. The division sets rules to tell your primary care provider, prevent over‑prescribing, and say when to refer you to a doctor. Rules are written with pharmacists, doctors, and a Health and Human Services physician, and abortion‑inducing drugs are excluded.

Telepharmacy expands in underserved areas

Pharmacies in a division‑defined area of need can use telepharmacy. The supervising pharmacist may be off‑site but must be reachable right away. The division and board must approve the setup, and the system must keep records and send quarterly reports. One pharmacist cannot supervise more than two pharmacies at once. Hospital pharmacies can use this only if a local board runs the hospital and owns two or fewer hospitals.

Named pharmacist for mail-order pharmacies

Out‑of‑state mail‑order pharmacies that send prescriptions to Utah must name a pharmacist‑in‑charge. That pharmacist must hold a current license in good standing in the pharmacy’s home state. The pharmacy must report the name to the division. This improves accountability and gives patients a clear contact for safety issues.
