More permit-ready work for certified designers

Beginning May 6, 2026, certified commercial interior designers can prepare plans and supervise interior work across all occupancy types. The work must be non-structural, non-seismic, and non-load-bearing. Designers working without an architect cannot provide permit documents if base life-safety systems are missing. They also cannot do so when a change of occupancy requires an architect or engineer. Structural parts and major systems are off limits, including foundations, beams, bearing walls, roof or floor openings, exterior doors or windows, HVAC, plumbing, fire alarms or sprinklers, electrical distribution, and security systems.

Wider building definition under state code

Beginning May 6, 2026, state law broadens what counts as a building. A building now means an enclosed structure for people that includes its structural, mechanical, and electrical systems and utility services. It is subject to the State Construction Code or another approved code. This clarifies permit and safety rules, and some projects may face added code compliance steps.

Certification and title rules for designers

Beginning May 6, 2026, the division grants state certification to people who meet the chapter’s requirements. You cannot use the title "state certified commercial interior designer" unless you are certified. You also cannot suggest you are certified if you are not. You may not practice commercial interior design unless you are certified or exempt under Sections 58-1-307 or 58-86-206.
