Bill Overview

Analyzed Economic Effects

FY2027 higher Medicaid pay for providers

Beginning July 1, 2026, the state adds funding to raise Medicaid provider rates. About $3.93 million General Fund plus $6.75 million federal go to Integrated Health Care, with $1.93 million for private duty nursing and $2.00 million for the New Choices Waiver. Another $6.80 million General Fund plus $12.59 million federal raise rates for nursing homes and ICFs ($3.00 million GF), home health ($1.96 million GF), and personal care ($1.84 million GF). Long‑Term Services gets $4.16 million General Fund plus $6.55 million federal, with $4.00 million for disability services providers and $162,700 for personal care. These funds are ongoing and raise reimbursement rates.

Higher pay for foster care housing

Beginning July 1, 2026, the state adds $2.0 million General Fund to raise payments to proctor, congregate, and foster care providers who house foster children. This increase is ongoing.

New social help referrals for Medicaid

Beginning May 6, 2026, the Department runs a secure, closed‑loop referral system for Medicaid members’ social needs. Authorized users get notices, can message each other, and can send referrals. The system tracks whether services happened in one record. Your information is shared only with your consent and under privacy laws.

Quality bonuses for Medicaid providers

Beginning May 6, 2026, the Department sets quality measures for Medicaid providers and can pay one‑time bonuses based on performance. The Legislature picks which provider types are eligible each year and must fund the payments. Providers must submit the required documentation, and payments follow federal rules. The Department may use up to 2% of any incentive appropriation for administration; the rest goes to providers.

Faster contract changes for DSPD providers

Beginning May 6, 2026, the Division must give providers 30 days’ notice before a contract change. It can skip the 30 days if you requested the change, if a rate goes up, or after a natural disaster or public health emergency.
