Help for students in struggling schools

Beginning July 1, 2026, the State Board of Education provides $4.5 million one-time for pilots in up to two districts with chronically under-performing schools. Programs must follow an evidence-based model like Houston ISD with clear goals, stronger pay for effective staff, frequent student checks, and intensive coaching. Money can fund program design, staffing, coaching, curriculum alignment, extra planning time, and evaluation. It cannot pay general operations or replace existing funds. The Board reports progress to the Public Education Appropriations Subcommittee.

Grants to boost college outcomes

Beginning July 1, 2026, the Utah Board of Higher Education receives $4.5 million one-time to run outcome-based grants. The grants aim to raise upward mobility and track results using a digital data inventory. Measures include degree or credential completion, transfer and persistence, job placement, and earnings or income stability. The Board reports results to the Higher Education Appropriations Subcommittee.

New rules for outcome-based grants

Beginning July 1, 2026, the state runs a pilot framework for certain grants when lawmakers require it in an appropriation. Applicants must file a pre-analysis plan with outcomes, metrics, and methods before work starts. Funded projects must take part in an independent evaluation. Agencies can spend up to 5% of the grant money to pay for the evaluation unless lawmakers say otherwise. Two budget offices set standards for measures, methods, data, and evaluator independence. Agencies report each year on grants and results. Agencies are not required to end funding only because an evaluation finds weak results. The pilot ends July 1, 2031.
