New fee and rules for occupation regulation requests

Beginning May 6, 2026, applicants must include a nonrefundable $500 fee when they submit a sunrise review application. The application must explain present, recognizable, and significant harm to public health, safety, or financial welfare, and describe the least restrictive regulation to address it. The state deposits all sunrise application fees into the Utah General Fund. The law also removes the old rule that a sunrise application had to be filed before a legislator could introduce a bill to regulate an occupation.
