New help for parents in child welfare

The law creates a pilot to add a parental representation liaison to a parent's legal team in child welfare cases. The liaison must have a bachelor’s or graduate degree in social work, sociology, psychology, human services, or a related field. Counties can apply for grants to fund these jobs and must show how they will meet program goals and use other funding. The program begins May 6, 2026 and ends December 31, 2031.

Wider employer liability starting July 2029

On July 1, 2029, the law repeals the rule that limited an employer’s liability for an employee convicted of an offense. After that date, Utah employers may face wider legal and financial exposure. The law sets no dollar limits or caps.

One-year wait for ex-child welfare staff

From May 6, 2026 to December 31, 2031, anyone who leaves the Division of Child and Family Services must wait one year before taking paid work for the pilot program. This covers jobs, contracts, or any paid services with the program.

Some arbitration and court rules repealed

On July 1, 2026, the Alternative Dispute Resolution Act is repealed. On July 1, 2029, the state arbitration-agreements section and the rule that moved some domestic violence cases to district court are repealed. These changes shift how Utah handles civil disputes and some criminal cases. They do not create new fees or funding.
