Beginning July 1, 2026, when the budget raises the WPU value above the inflation-adjustment amounts, the state also funds local levies. The Executive Appropriations Committee must add at least 0.5% of the total WPU dollars to the Local Levy Growth Account. This only applies in years when such a WPU increase is included in the public education budget.
Beginning July 1, 2026, the Legislature each year estimates school inflation and student growth costs for listed programs. The inflation estimate uses a rolling five-year average. The State Board must send all needed data to the Legislative Fiscal Analyst by October 15 each year. The Board also sets rules telling districts what to report and by when. In or before December, the Executive Appropriations Committee sets the official cost figures using analyst recommendations.
Beginning July 1, 2026, the state distributes teacher and classroom support money based on each district’s WPUs. Each LEA gets a share that matches the WPUs it generates under the Basic School Program. The funds support pay for classroom teachers, aides, and paraprofessionals. Distribution happens when money is appropriated under the new adjustment process.
Beginning July 1, 2026, a district or charter that misses the State Board’s deadline or data rules is left out of the growth math. The Board may not use that LEA’s data to calculate enrollment growth. That can reduce growth-based funding for that year.
