More support for veterans and nursing homes

The law funds veterans’ services and state veterans’ nursing homes. FY2026 entries support outreach, the cemetery, and operations, and keep the nursing home fund running. Utah National Guard operations funded

The law funds Utah National Guard operations in FY2027 with $74.97 million. It includes $9.62 million from the General Fund and $66.62 million in federal funds, plus other sources. The Guard may buy three additional fleet vehicles within this budget. The Guard must report FY2027 training, readiness, and related performance targets. This funding begins July 1, 2026.

Education and family support for Guard members

The law funds National Guard tuition help and family support. For FY2026, Guard Tuition Assistance gets about $3.04 million. The Guard Morale, Welfare, and Recreation fund gets $3.78 million each year, with targets to improve morale (70%) and keep the fund sustainable (100%). The National Guard Death Benefit Account remains funded, including a $421,000 balance noted for FY2027. FY2026 items begin May 6, 2026; FY2027 items begin July 1, 2026.

Funding for Capitol building and programs

The law funds Capitol Preservation Board operations. For FY2027, it provides $7.19 million from the General Fund, plus dedicated credits and nonlapsing balances, for a total schedule of $7.97 million. The Board must report FY2027 targets for exhibits, events, and visitor engagement. It also records FY2026 balance moves to keep programs running. Funding for Utah Legislature and staff

The law funds the Utah Legislature and its support offices for FY2027. It pays for the Senate ($4.77 million) and the House ($7.60 million), plus Legislative Research ($16.18 million), the Fiscal Analyst ($6.02 million), the Auditor General ($8.63 million), and Legislative Services ($9.63 million). It also sets FY2026 bookkeeping entries to move nonlapsing balances across these offices. The offices must report performance targets, like on-time bill work, audit completion, IT uptime, and invoice timeliness. Most items take effect July 1, 2026; FY2026 adjustments begin May 6, 2026.

Grant to Utah Defense Alliance

Beginning July 1, 2026, the Department of Veterans and Military Affairs passes through $2,332,500. This includes a direct $400,000 grant to the Utah Defense Alliance to advance Utah’s military‑affairs interests.

When this budget takes effect

Most of the law takes effect July 1, 2026. Actions that affect Section 1 take effect May 6, 2026, unless two‑thirds of each house approve them. If two‑thirds approve, those actions start when the governor signs or on the fallback dates in law.
