Beginning July 1, 2026, instructors for these courses must meet clear credentials. University instructors need a master's degree or 18 graduate credits plus advanced-high language skill, or a relevant bachelor's degree. LEA teachers need similar credentials or a written exception and advanced-high skill or a relevant bachelor's; co-teachers may qualify with advanced-mid skill or a relevant bachelor's. Experience alone is not enough. For upper-division courses, a qualified instructor must teach or co-teach. If the local state university cannot place one by April 1, the LEA must contract with another state institution.
Beginning July 1, 2026, accelerated foreign language students can take college language courses through concurrent enrollment. You qualify if you have passed a world language AP exam. Courses are age-appropriate and taught in person or in a blended model by a qualified instructor. Upper-division courses in this program count toward a foreign language degree.
Beginning July 1, 2026, the Legislature increases funding each year for these concurrent enrollment language courses. The increase matches the percent rise in the weighted pupil unit from the prior year. This is on top of base funding. Funding depends on the state budget each year.
Beginning July 1, 2026, a blended course must include live online class time and time in a room with an instructor. This applies to concurrent enrollment language courses. The rule may limit fully remote options.
