Beginning May 6, 2026, if the division keeps electronic image copies that meet records rules, your original paper documents are not state property. You keep ownership of your originals.
Beginning May 6, 2026, the law creates six divisions inside the Department of Commerce: Professional Licensing, Real Estate, Securities, Public Utilities, Consumer Protection, and Corporations and Commercial Code. The department must ensure any training or certification it requires for public officials or employees follows the state’s training law.
Beginning May 6, 2026, the law creates the Commerce Technology, Education, and Training Fund. It holds certain corporate‑filing and licensing‑list fees and any interest earned. The fund pays to deliver subscription data, teach the public about licensing and filings, publish guides, buy equipment, train staff, hire temporary help, and maintain tech used for registrations and licensing.
Beginning May 6, 2026, the department includes an electronic payment fee in its fee schedule. It may collect this fee when you apply for or renew a license or registration the department or its divisions issue. Money goes into the Commerce Electronic Payment Fee Restricted Account. The law does not set the dollar amount.
The law creates a single sign‑on business portal. Beginning May 6, 2026, renewals include a single sign‑on fee that cannot be more than $5 per renewal. All of this fee money goes into the Single Sign‑On Expendable Special Revenue Fund. The fund pays to design, run, and maintain the portal and may pay the state tech agency or a contracted vendor.
Beginning May 6, 2026, the Department of Commerce must submit each fee it sets to the Legislature for approval in the annual budget. The department cannot charge or collect a fee, or spend from the Commerce Service Account, without the Legislature’s approval. The law creates the Commerce Service Account for fees the department and divisions collect. The account’s undesignated year‑end balance cannot exceed $1,000,000; any excess moves to the General Fund.
Beginning May 6, 2026, the Division of Corporations must offer copies of filed records to the public. It can sell records in bulk or by subscription and in any format it has. The division may charge fees set under the state’s fee‑setting rules.
