Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Health care platform workers keep job freedom

The law bans non-compete deals between health care platforms and workers. Platforms cannot take a fee when you accept a job with a provider. Platforms cannot stop you from using other apps or taking shifts or jobs directly with providers. These platform rules do not cover physicians, advanced practice nurses, certified nurse midwives, or physician assistants.

Utah registration for health care staffing apps

By September 1, 2025, the state sets up a registry for health care services platforms. Starting January 1, 2026, you must be registered to operate a platform in Utah. You pay up to $500 to register and up to $500 each year to renew. The Division decides on each application within 30 days. You must keep per‑shift records of worker licenses, training, continuing education, and passed background checks, and you must carry liability insurance. The Division sets rules and can deny, condition, suspend, or revoke your registration if you do not comply.
