Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Half-price registration for certain work trucks

Starting January 1, 2027, trucks used only to pump cement, bore wells, or do crane work with a crane rated at five tons or more pay 50% of the normal registration fee. The truck must be used exclusively for those jobs.

New fund and payments for county DMV

The state creates a Vehicle Registration Services Restricted Account on January 1, 2027 to support county DMV services. Parts of specified registration fees flow into this account from January 1, 2027 until July 1, 2029. After the account holds at least $500,000 and office space is secured, the commission makes a one‑time $500,000 award to the county that provided DMV services in 2024 and had the most registrations. Starting in fiscal year 2027, eligible class 3–6 counties get per‑vehicle payments each year based on last year’s registrations: $3.00, $3.50, $4.00, or $5.00 per vehicle; payments are prorated if funds are short. For FY2027, the law also provides $900,000 from the new account for County DMV Services and $1.3 million from the General Fund for the Motor Vehicles program.

Higher registration fees and yearly increases

Starting January 1, 2024, you pay extra to register a vehicle: $7.50 for a full‑term registration or $5.25 for a six‑month term. These charges are on top of other registration fees. Beginning January 1, 2027, the state raises certain registration fees every January 1 by last year’s CPI change, rounded up to the nearest 25 cents.

Historical plate donation up, vintage exempt

Beginning January 1, 2027, the voluntary donation for the historical support special plate is $50. Each $50 is split: $5.50 to Cultural and Community Engagement, $23.00 to the Transportation Investment Fund, and $21.50 to the Olympic and Paralympic Venues Grant Fund. Owners of vehicles that qualify as vintage do not have to make this donation when getting that plate.
