The law requires Virginia’s Real Estate Board and Fair Housing Board to define quid pro quo and hostile environment harassment. The rules must match federal standards in 24 C.F.R. 100.600 and 100.400 as they were on January 1, 2026. The rules also define prohibited interference, coercion, and intimidation. These rules must take effect within 280 days after April 22, 2026. This gives renters and homeowners clearer protections and tells housing providers what conduct is unlawful.
