Higher minimum wage, never below federal
The law raises set hourly minimums for covered workers. Rates change: $8.35 to $12.00; $9.50 to $14.00; and $10.50 to $15.00. It also says workers get the higher of the Virgin Islands rate or the federal minimum wage. If the federal rate is higher, that higher rate applies.
Minimum wage raises delayed to 2027–2030
The law moves several minimum wage dates about 10 years later. It changes June 1, 2017 to June 1, 2027, and June 1, 2018 to June 1, 2028. It changes June 1, 2019 to June 1, 2029, and 2020 to 2030. It also moves a subsection (b) deadline from December 31, 2018 to December 31, 2029. This delays when some raises or rules take effect.
