Virgin Islands Creates Social Work Board

The law creates the Virgin Islands Board of Social Work Licensure in the Department of Licensing and Consumer Affairs. The Governor appoints five members with legislative consent: two master or clinical social workers, two licensed social workers (one may be retired), and one public member never licensed. The Board must include at least two residents of St. Croix and at least two from St. Thomas and St. John, with one living on St. John. Members serve three-year terms, first terms are staggered, and members serve until successors are confirmed; the Governor may remove members for cause. A quorum is three; without a quorum the Commissioner handles admin duties without a vote, the Board sets its own operating rules, members and authorized agents are immune for good‑faith acts with legal costs covered by the government, and the Governor must nominate members within 60 days of the law’s effective date.

Licensing and Enforcement for Social Workers

The Board sets licensing and practice rules for social work, including exams, supervision, eligibility, and continuing education for associates, LSWs, LMSWs, and LCSWs. It enforces this law and regulates how social work is practiced in the Virgin Islands. The Board publishes each year a list of all licensed people. It can recommend prosecutions and civil cases for violations to the Attorney General. The Board also sends suggested law changes to the Governor and Legislature and recommends practice standards to the government personnel division.
