Faster protection for older and dependent adults

When Human Services confirms an older or dependent adult is in imminent danger from abuse, neglect, exploitation, or severe mental-health concerns, it must ask the Department of Justice for help right away. Human Services sets emergency steps and risk tools, works with police and medical providers, and files for protective orders on set timelines. Police can be asked to enforce court orders. Human Services also creates a multi-agency team with Justice, police, doctors, and advocates. The team meets at least quarterly, keeps privacy, chooses a chair, and sends a public report to the Legislature by January 31 each year.

Clearer who counts as dependent adult

The law changes “Elder/Elderly” to “Older/Older adult” across the chapter. It defines a dependent adult as a resident age 18 through 59 with physical, mental, or emotional developmental disabilities that greatly limit daily activities and the ability to protect their rights. These updates make it clearer who is covered.

Older Adult Abuse Registry for screening

The Department of Justice creates and runs an Older Adult Abuse Registry. People convicted under sections 469, 470, or 470a are listed. Employers and police use it only for job screening, investigations, and public safety tied to older adults. Justice sets secure access, update, and appeal rules. Human Services helps with non-confidential data and outreach but does not control the registry. This strengthens safety and hiring checks, but people on the list can face limits on care jobs.
