Stadium contractor paid after Public Works sign-off
Payment of the outstanding bill for the Paul E. Joseph Stadium project waits until the Department of Public Works confirms the work is complete and accepted. The contractor is paid only after that sign-off. This delays cash flow until acceptance.
No pension hikes without Legislature
The retirement system board cannot raise employer or worker contribution rates without a new law from the Legislature. This protects public workers from sudden payroll deduction hikes. Any change must be voted on first.
