Funds to fix streetlights and debts

The law replaces the old term 'drive-yourself cars' with 'rental vehicles.' It moves oversight from the Director of Motor Vehicles to the Police Commissioner, who must consult the licensing commissioner. This change affects how rental vehicle rules are set and enforced.
