In the first class city school district, these rules apply to the local school board. They do not apply to the state commissioner or to schools moved to the opportunity schools and partnership program, unless a law or a contract says so. This sets who must follow the rules. It does not change school funding.
By July 1, 2026, every school board must adopt a rule that bans student use of wireless devices during class. The rule must define devices to include cell phones, tablets, laptops, and gaming devices. It must allow use in an emergency or perceived threat, for a student’s health care, for IEP or 504 plan needs, and when a teacher allows it for classwork. The board may add other exceptions that help learning or well-being. The rule can set penalties, like taking the device for the rest of the school day.
