Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Hotels can’t reject search and rescue handlers

Hotels, inns, and motels cannot refuse you or deny equal use because you are a dog handler with a search and rescue dog. They cannot charge a higher price, deposit, or surcharge for the dog. They also cannot post or share messages that say you are unwelcome for that reason. Hotels must let the dog stay with you in all public areas and cannot separate you from other guests. These rights apply along with the law’s leash, ID, verification, and safety rules.

Who is covered: handlers and dogs

The law defines a dog handler as a person trained to work with a search and rescue dog. It defines a search and rescue dog as a dog trained or being trained by a recognized search and rescue agency to find missing people and disaster victims. These definitions make clear who gets the law’s protections.

Rules and liability for search and rescue dogs

Your dog must wear a harness or cape showing it is a search and rescue dog and be leashed. A hotel may ask if the dog is a search and rescue dog and may require certification or other credential. A hotel can exclude the dog if allowing it would fundamentally change services or make operations unsafe. If separated, you must arrange care and supervision of the dog. You are responsible for sanitation and for any damage the dog causes.
