Lower registration fees for trailers
Trailers or semitrailers that weigh 3,000 lbs or less and are used for hire or rental pay half the motor-truck fee. For trailers over 3,000 lbs and up to 12,000 lbs, the fee is also half the motor-truck fee. For that second group, the trailer must be designed to be hauled by a vehicle other than a truck tractor.
New rules for vehicle fleet registration
The law expands fleet registration for owners with 10 or more vehicles. It now covers motor trucks 8,001–54,000 lbs, truck tractors or road tractors 4,500–54,000 lbs, and trailers up to 80,000 lbs. The department issues plates that say “Fleet,” does not require an annual decal, and tries to give one common expiration date. A vehicle can join a fleet even if it has a current registration. Vehicles registered under, or eligible for, certain other categories cannot use fleet registration, and the old large-trailer fleet section is repealed.
When these rules take effect
The law takes effect on the first day of the tenth month after publication. All changes in this act start on that date.
Vehicle fees can back DOT bonds
The state can pledge certain vehicle-related fees to back transportation revenue bonds. The department can place those fees in a trustee-held account outside the state treasury to repay bonds. This changes how transportation projects are financed, not the fees you pay today.
