An Act to repeal 40.04 (8); to amend 40.02 (2), 40.02 (25) (a) 4., 40.05 (1) (a) 5. and 40.05 (3) of the statutes; Relating to: correcting terminology for making additional contributions to the Wisconsin Retirement System; eliminating a social security account maintained in the public employee trust fund and removing a provision regarding liability for state employer social security remittances; and clarifying who may participate in an income continuation insurance plan provided by the Group Insurance Board (suggested as remedial legislation by the Department of Employee Trust Funds).

Public workers can add extra retirement savings

If you are in the Wisconsin Retirement System and have earnings this year, you can make extra contributions. You can do this by payroll deduction or other ways, or have money added for you. The law defines an extra contribution as any payment beyond the required employee and employer amounts. All extra contributions must follow IRS limits and department rules.

Public employers must handle Social Security payments

Each covered public employer must withhold and send required Social Security taxes under federal rules. The state no longer serves as a backstop for late employer remittances. The law also deletes an obsolete Social Security account inside the public employee trust fund. This shifts responsibility but does not change individual benefits.

Age rule for public worker insurance

Your age at first becoming eligible now decides coverage. You are excluded only if you were 70 or older at your first eligibility. If you were already eligible when your employer joined, you can still take part in group health, income continuation, and group life plans.
