Beginning in the 2026–27 school year, certain federally chartered youth groups can ask to share information with students at school. The request must be made at the start of the school term. The principal must set at least one time early in the term for a visit. The visit can be during noninstructional time and can include oral or written materials. This applies to public schools, including eligible charter schools. Examples include Boy Scouts and Girl Scouts.
The law lists which state education laws apply to a first‑class city school district and its board. These listed laws do not apply to the education commissioner or to schools moved to the Opportunity Schools and Partnership Program, unless the law or a contract says they do. This clarifies who must follow which rules.
