Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Equal Medicaid pay for no-transport calls

Beginning January 1, 2027, Medicaid pays the same maximum rate for no-transport ambulance calls as for basic life support emergency transports. This applies to HCPCS A0998 (no transport) and matches the maximum rate for A0429 (BLS emergency transport). Ambulance providers that bill Medicaid get higher pay per no-transport call if their old A0998 rate was lower.

Cities can exclude more in spending test

The law changes how cities, villages, and towns measure budget growth to qualify for state expenditure restraint payments. It leaves out items such as long‑term debt payments, revenue sharing, certain employee health premiums, some levy‑limit items, Premier Resort tax revenues, specified grants, unreimbursed disaster costs, and purchases made for school districts. These exclusions can make reported growth smaller and help a community meet the limit. To pass the test, the prior year’s increase must be under inflation plus property value growth, rounded to the nearest 0.1%.
