Officers must be on the Space Force officer list to be considered for promotion by a selection board. The Secretary of the Air Force can set a time limit, up to one year, after an officer moves on or off sustained duty during which the officer cannot be considered. The Secretary can also block an otherwise eligible officer if that officer has a set removal date from the list that is within 90 days after the board meets. A board may not consider officers who are already on a promotion list from an earlier board, those with earlier board recommendations not yet approved by the President, those with pending Presidential nominations before the Senate, certain first lieutenants on an approved list, officers excluded under other rules, or officers who have failed promotion the maximum number of times allowed. The Secretary of Defense may let the Secretary of the Air Force keep colonels who were passed over by at least two boards off brigadier general consideration if they are found not exceptionally qualified. If used, this must follow uniform rules: the Secretary of Defense must approve it for each board; a preselection board of at least three higher‑grade officers must recommend it; the officer must get written notice of the preselection board and the records to be reviewed and be allowed time to submit comments; the board must follow written guidance and use only the notified records and any officer input. Special rules let some brigadier generals be considered for major general despite short inactive periods if they meet certain service-time conditions. Officers are not eligible while in an approved graduate‑education delay status and receiving educational pay, and the Secretary may require some officers in limited point-earning duty statuses to serve two years in that status before they can be considered.
