Within 45 days after each fiscal quarter ends, the Commandant must brief the House Committee on Transportation and Infrastructure and the Senate Committee on Commerce, Science, and Transportation about all Level 1 and Level 2 acquisition programs (those levels are defined in section 1171). At least one week before taking any procurement action that will significantly change the cost or schedule of a Level 1 or Level 2 program, the Commandant must brief the same committees. Each briefing must explain the program’s purpose and capabilities, how many units will be bought each year under the current plan, and the Acquisition Review Board status (current phase, date of last review, and whether the program is paused or in breach). It must compare original and current cost, schedule, and performance goals. It must give a lifecycle cost estimate with its confidence level, the years covered, breakouts for the prior five years, the current year, the budget year, and by funding source, and explain any changes. It must summarize any independent verification and validation or say why none was done. It must show obligations by prior year, the estimated obligation for the current year, and planned carryover. It must list prime contractors and major subcontractors. It must describe risks to cost, schedule, or performance, including any test failures, any decision to start full-rate production before meeting key requirements, and any cost or schedule breaches as defined in the Coast Guard’s Major Systems Acquisition Manual. Finally, within 5 business days after the Secretary approves an Acquisition Decision Memorandum for these programs, the Commandant must send that memorandum to the two committees.
