The Fredericksburg and Spotsylvania County Battlefields Memorial National Military Park must include the lands shown as the "Proposed Park Boundary" on the maps titled "Fredericksburg and Spotsylvania National Military Park" numbered 326–40075D/89, 326–40074E/89, 326–40069B/89, 326–40070D/89, 326–40071C/89, 326–40076A/89, and 326–40073D/89, dated June 1989, and map number 326–40072E/89/A dated September 1990. Those maps are kept on file and can be seen by the public at the Office of the National Park Service, Department of the Interior. Land shown on those maps as the "Existing Park Boundary" but outside the "Proposed Park Boundary" is removed from the park. The Secretary of the Interior may give the Commonwealth of Virginia exclusive or shared legislative control over those removed lands by sending a notice to the Governor. That transfer starts when the Governor accepts it or as Virginia law provides.
