Title 2 › Chapter CHAPTER 31— - CAPITOL VISITOR CENTER › Subchapter SUBCHAPTER II— - OFFICE OF THE CAPITOL VISITOR CENTER › § 2213

Last updated Apr 6, 2026|Official source

Summary

The Chief Executive Officer must run and budget the Capitol Visitor Center. That includes long‑term planning and day‑to‑day operations, plus managing guided tours of the inside of the U.S. Capitol under sections 2241 and 2242. The Architect of the Capitol, using the CEO’s recommendation, must put the Office’s proposed budget into the Architect’s budget sent to the President. The Office’s budget is handled separately from other Architect budgets, and the CEO must leave out costs tied to the Architect’s continuing care of the Visitor Center under section 2271(b). The Architect, on the CEO’s recommendation, may hire and set pay for needed staff but no one may be paid more than the top rate for level 15 of the General Schedule. The Architect may spend available funds for the Office (following section 2233 rules for the Capitol Visitor Center Revolving Fund) and must name an Office employee to be the contracting officer. Any contract for Visitor Center operations over $250,000 needs prior approval from the Senate Committee on Rules and Administration and the House Committee on House Administration. The CEO must send a report to those two committees within 45 days after each semiannual period ending March 31 or September 30. Each report must include financial statements, a description of current operations, new policies and procedures, and future plans.
