Gives clear meanings for key words used in the chapter. Additional Protocol means an extra agreement with the IAEA based on the Model Additional Protocol in IAEA information circular INFCIRC 540. Appropriate congressional committees means the Senate Committee on Foreign Relations and the House Committee on International Relations. Dual-use material, equipment, or technology means items that can be used for nuclear or nonnuclear purposes. IAEA safeguards has the meaning given in section 6305(3) of this title. Indian person covers (A) an individual who is an Indian citizen or under India’s jurisdiction, (B) companies or other nongovernmental groups organized under Indian law or based in India, and (C) any Indian government body, including those that do business. Missile Technology Control Regime, MTCR, and MTCR adherent have the meanings in section 2797c of this title. Nuclear materials and equipment means source material, special nuclear material, production and use facilities and their components, and other items found significant for nuclear explosive purposes under section 2139(b) of title 42. Nuclear Non-Proliferation Treaty (NPT) is the treaty done at Washington, London, and Moscow on July 1, 1968, and entered into force March 5, 1970 (21 UST 483). Nuclear Suppliers Group (NSG) is a group of governments that first met in 1975, has met at least yearly since 1992, and follows the Guidelines in IAEA INFCIRC/254/Rev.8/Part 1 and INFCIRC/254/Rev.7/Part 2. Nuclear weapon or nuclear explosive device means any device designed to release nuclear energy from special nuclear material that is greater than the energy released by detonating one pound of trinitrotoluene (TNT). Process includes reprocess. Reprocessing or reprocess means separating irradiated nuclear materials and fission products from spent nuclear fuel. Sensitive nuclear technology means nonpublic information important to designing, building, operating, or maintaining uranium enrichment, fuel reprocessing, or heavy-water production facilities. Source material and special nuclear material have the meanings given in sections 2014(z) and 2014(aa) of title 42, respectively. Unsafeguarded nuclear fuel-cycle activity means research, development, design, manufacture, construction, operation, or maintenance of reactors, conversion or fabrication plants, reprocessing or isotope-separation plants, separate storage installations, or heavy-water production plants when there is no obligation to accept IAEA safeguards on the nuclear material involved.
