The Secretary must pay institutes money during each fiscal year in amounts and at times he decides, after approving vouchers. Each institute must have a written plan to train mineral engineers and scientists, rules that make sure federal money adds to and does not replace other funding, and an officer appointed by its governing authority to handle the funds, keep records, and file a report by September 1 showing work done, project status, amounts received, and spending. Institutes are encouraged to work together and with other agencies and people on mining and mineral problems, and the funds may pay the necessary costs of planning, coordinating, and carrying out that joint research.
