Defines the key words used in the chapter about managing nuclear waste and related activities. "Administrator" means the head of the Environmental Protection Agency. "Affected Indian tribe" means a tribe with a proposed facility inside its reservation or a tribe whose treaty-based land use rights outside the reservation could be seriously harmed, if the Secretary of the Interior agrees after the tribe asks. "Atomic energy defense activity" covers seven defense functions like naval reactor work, weapons work (including defense inertial confinement fusion), verification and control tech, defense nuclear materials production, defense waste and by-products management, security and safeguards with investigations, and defense research and development. "Candidate site" means an area recommended by the Secretary or approved by the President under section 10132, or one undergoing site characterization under section 10133. "Civilian nuclear activity" means any atomic energy work that is not a defense activity. "Civilian nuclear power reactor" means a civilian powerplant that must be licensed under sections 2133 or 2134(b). "Commission" means the Nuclear Regulatory Commission. "Department" means the Department of Energy. "Disposal" means placing high-level waste, spent fuel, or other very radioactive material in a repository with no plan to get it back. "Disposal package" or "package" means the container that holds solidified high-level waste, spent fuel, or other radioactive material, plus any overpacks put around it. "Engineered barriers" are manmade parts of a disposal system meant to keep radioactivity from leaking, such as the waste form, canisters, and surrounding materials. "High-level radioactive waste" means the highly radioactive stuff from reprocessing spent fuel and other very radioactive material that the Commission decides needs permanent isolation. "Federal agency" means an Executive agency as defined in section 105 of title 5. "Governor" means a State’s chief executive. "Indian tribe" means any federally recognized tribe, band, nation, or Alaska Native village eligible for Interior Department services, including villages as defined in section 3(c) of the Alaska Native Claims Settlement Act (43 U.S.C. 1602(c)). "Low-level radioactive waste" means radioactive material that is not high-level waste, spent fuel, transuranic waste, or certain by-product material, and that the Commission classifies as low-level. "Office" generally means the Office of Civilian Radioactive Waste Management established in section 10224; in subchapter IV, "Office" means the Office of the Nuclear Waste Negotiator. "Repository" means any Commission-licensed system for permanent deep geologic disposal of high-level waste and spent fuel, including the surface and underground areas where such handling occurs, and whether or not limited recovery is possible during initial operation. "Reservation" means an Indian reservation or dependent community under section 1151 of title 18, or land selected by an Alaska Native village or regional corporation under the Alaska Native Claims Settlement Act (43 U.S.C. 1601 et seq.). "Secretary" means the Secretary of Energy. "Site characterization" means the lab and field work (like borings, excavations, and in situ tests) to learn a candidate site’s geology for a repository, but it does not include the preliminary borings and geophysical testing used only to decide whether to start characterization. "Siting research" means similar tests to check a site for a test and evaluation facility. "Spent nuclear fuel" means fuel taken out of a reactor after use that has not been reprocessed. "State" includes the several States, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, the Trust Territory of the Pacific Islands, and any other U.S. territory or possession. "Storage" means keeping high-level waste, spent fuel, or transuranic waste with the intention of taking it back later for use, processing, or disposal. "Storage Fund" means the Interim Storage Fund in section 10156(c). "Test and evaluation facility" means a deep underground prototype cavity used for research and development about safe handling and disposal of high-level waste, transuranic waste, or spent fuel. "Unit of general local government" means a local government like a borough, city, county, parish, town, township, or village. "Waste Fund" means the Nuclear Waste Fund in section 10222(c). "Yucca Mountain site" means the candidate site in Nevada that the Secretary recommended to the President under section 10132(b)(1)(B) on May 27, 1986. "Affected unit of local government" means the local government that has authority over a repository or a monitored retrievable storage site and may include neighboring units if the Secretary decides. "Negotiator" means the Nuclear Waste Negotiator. "Monitored retrievable storage facility" means the storage facility described in section 10161(b)(1).
