The Secretary can give implementation grants to groups that run approved homeownership programs. The grants can pay for things like design and engineering, buying property to sell to eligible families, fixing up buildings, removing lead paint, temporary or permanent tenant moves, training and counseling for buyers, help starting small businesses or job training, paying some operating costs and reserves, legal fees, and other program-related costs. Administrative costs are limited to 15 percent of the grant. Support for resident management groups is allowed only if the applicant has not already gotten separate help for that purpose. Grant recipients must provide at least 33 percent of the grant amount from non-Federal sources (post-sale operating expense is excluded). That match can be cash, certain paid administrative costs, waived fees or taxes, land value, infrastructure investment, or other approved in-kind items. Applicants must apply in the form the Secretary requires and include key information: the grant amount and uses; any request for Section 8 help; the applicant’s experience; a plan showing how the homeownership program will work and be affordable; details about the property and tenants; proof of matching funds; financing plans; proposed sales prices and resale rules; who will manage the property; and certifications that the plan fits local housing strategies and follows fair housing and civil rights laws. The Secretary will use set criteria—like applicant ability, program feasibility, tenant interest, property suitability, geographic balance, and effects on local rental housing—to choose winners and must tell applicants within 6 months if they are approved. The Secretary can give conditional approval for Section 8 assistance if future funding is needed.
