The Director of the Office must speed up putting into action the federal plan for researching and developing a microbicide to stop HIV. The Director must also review and, if needed, change the plan to focus funding and work that are most urgent scientifically and most likely to be ready for the market. In doing this, the Director must consult with other federal officials involved in microbicide work (including the U.S. Coordinator for Global HIV/AIDS, the CDC Director, and the USAID Administrator), the microbicide research and development community, and health advocates.
