Defines key words used in this part. AIDS means acquired immune deficiency syndrome. HIV means infection by the human immunodeficiency virus. HIV/AIDS means HIV and also includes AIDS and any condition that comes from AIDS. Living cases of HIV/AIDS in a place and time equals the number of living non‑AIDS HIV cases plus the number of living AIDS cases. Non‑AIDS means a person has HIV but does not have AIDS. Co‑occurring conditions means other harmful health problems a person with HIV has, whether or not they have AIDS and whether or not those problems are caused by HIV. Counseling means counseling given by someone trained to give it. Family‑centered care means services for infants, children, women, and families with HIV/AIDS planned with parents, professionals, and the community so care is coordinated, culturally aware, and based in the community. Families with HIV/AIDS means families where one or more members have HIV/AIDS. Official poverty line means the poverty level set by the Director of the Office of Management and Budget and updated by the Secretary under section 9902(2) of this title. Person includes individuals and many kinds of organizations and governments, including the Federal Government, State governments, agencies, local governments, labor unions, partnerships, corporations, trusts, receivers, trustees, and trustees in title 11 cases. State means the 50 States, the District of Columbia, and the territories. Territory means American Samoa, Guam, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, the Virgin Islands, the Republic of the Marshall Islands, the Federated States of Micronesia, and Palau. Youth with HIV means people ages 13 through 24 who have HIV/AIDS.
