The Administrator must send a full, detailed report to Congress and the President within ninety days after the end of each fiscal year. The report covers all Office activities from the year that just ended. The report must state the Office’s specific goals, say how well programs met those goals through the fiscal year end, list outstanding solid-waste problems in priority order, recommend needed legislation, include any other chapter-required information, and lay out plans for the next fiscal year.
