Put into effect several amendments to how federal shares, allotment percentages, allotment ratios, and federal percentages are set. Most of those changes apply to actions made after August 21, 1959. One change (paragraph (2) of section 30(a)) starts at the beginning of the calendar quarter when this Act is passed. The Secretary of Health, Education, and Welfare must quickly set a federal percentage for Hawaii under subparagraph (B) of section 1101(a)(8) of the Social Security Act; that percentage applies from that quarter’s start until June 30, 1961. Other listed changes apply to fiscal years that begin after June 30, 1960 for parts of section 14 and for certain National Defense Education Act allotments. One change applies to deaths on or after August 21, 1959. A group of other amendments become effective on August 21, 1959. Special rules for Alaska raise its allotment percentage for the first four years by 76%, 64%, 52%, and 28%, respectively, of the difference between that year’s allotment and 75%. Alaska’s Federal share for its first year based on Alaska data is increased by 70% of the difference between that share and 60%. If that first year ends before July 1, 1962, the adjusted Federal share for Alaska for section 2(b) purposes is the share after the 70% increase. Section 47(c) of the Alaska Omnibus Act (Public Law 86–70) is repealed.
