The President must choose one agency or set up a committee of agencies to promote and support negotiated rulemaking. Any agency that is thinking about, planning, or carrying out negotiated rulemaking can ask that chosen agency or committee for help and information. Agencies doing negotiated rulemaking may accept gifts, donations, or property left by will, as long as taking them won’t create a conflict of interest. Money gifts and money from selling donated property must be put into the Treasury and spent only when the agency head orders it. Donated property and its proceeds should be used as closely as possible to the donor’s instructions.
