Defines key words used in this part of the law. Assistance means giving or letting someone access information (like messages or records), facilities, or other help. Civil action includes a covered civil action. Congressional intelligence committees are the Senate Select Committee on Intelligence and the House Permanent Select Committee on Intelligence. Contents uses the definition in section 1801(n). Covered civil action is a lawsuit in federal or state court that says a provider helped the intelligence community and asks for money or other relief. Electronic communication service provider covers telecom carriers, electronic communication and remote computing providers, other companies with access to communications or the equipment that handles them, plus their parent companies and workers, but not entities that mainly serve as lodging, homes, community facilities, or food service places. Intelligence community uses the definition in section 3003(4). Person means either an electronic communication service provider or someone (like a landlord or custodian) who might be ordered or directed to give help. State means any state, its political parts, Puerto Rico, the District of Columbia, U.S. territories and possessions, and bodies that regulate communication providers.
