Processors of wheat, people who store or export wheat and food products, and anyone buying, selling, or handling wheat marketing certificates must, when the Secretary asks, give information and keep records the Secretary needs to carry out the rules in this part and in the form the Secretary requires. To check reports or get required information that wasn't given, the Secretary may examine books, papers, records, accounts, contracts, correspondence, and other documents the Secretary has reason to think are relevant and that the person controls.
