Title 7 › Chapter CHAPTER 98— - DEPARTMENT OF AGRICULTURE REORGANIZATION › Subchapter SUBCHAPTER II— - FARM PRODUCTION AND CONSERVATION › § 6934
Creates an Office of Partnerships and Public Engagement inside the Department of Agriculture to make it easier for people to use USDA programs and to help certain farmers and ranchers succeed. The Office must improve access and the profits or viability of small farms, beginning farmers and ranchers, socially disadvantaged farmers and ranchers, limited-resource producers, and veterans, and must promote youth outreach. The Secretary will appoint a Director from the competitive service. The Office must set and track goals, check how well outreach works, coordinate outreach and services across the Department, give program and policy input, measure program results, recommend new initiatives, and do other related tasks the Secretary assigns. The law creates two groups inside the Office: a Socially Disadvantaged Farmers Group (to carry out section 2279 and oversee the Advisory Committee on Minority Farmers and the Farmworker Coordinator) and a Small Farms and Beginning Farmers and Ranchers Group (to oversee the Office of Small Farms Coordination, consult with the National Institute of Food and Agriculture on beginning-farmer grants, and work with the Advisory Committee for Beginning Farmers). The Secretary must also create a Farmworker Coordinator to help run the program in section 5177a of title 42, work with nonprofit farmworker groups, coordinate disaster and emergency needs for farmworkers, advise on research and education, and help farmworkers become producers or landowners. Funding authorized: necessary sums for fiscal years 2009–2013 and $2,000,000 for each fiscal year 2014–2023. Terms defined: “beginning farmer or rancher” (see section 1991(a)), “socially disadvantaged farmer or rancher” (see section 2279(e)), and “Office” (this Office).
