Only applications that meet this absolute priority will be considered.

To receive a fellowship, a faculty member must be a U.S. citizen, national, or lawful permanent resident; be employed by an institution of higher education; have taught relevant foreign language or area studies for the two years immediately before the award; propose research that is not dissertation research for a doctoral degree; and possess sufficient foreign language skills to carry out the proposed research.

Extra Review Points for Priority Topics and Institutions

The Department will award additional competitive preference points: +1 point for projects focusing on less commonly taught modern foreign languages (not French, German, or Spanish); +2 points for projects with certain thematic academic focuses (e.g., science, technology, engineering, mathematics, computer science, education, public health, economics, etc.); and +3 points for projects implemented by community colleges, Historically Black Colleges and Universities, Tribal Colleges or Universities, or other defined minority-serving institutions. Applications can earn up to 6 additional points in total.

No Cost Sharing; $100 Admin Allowance

The FRA program does not require cost sharing or matching from grantees, and the Secretary awards institutions an administrative allowance of $100 for each fellowship listed in the grant award document (per 34 CFR 663.30(d)).
