Summary

Big changes are coming to highways I-39/90/94 and nearby roads in Dane, Columbia, Sauk, and Juneau counties, Wisconsin! The project will rebuild about 67 miles of road, add extra lanes, and fix safety and traffic problems. If you want to challenge these decisions, you have until June 9, 2025, to speak up—otherwise, the project moves full speed ahead with federal approval and funding.

About 67 Miles of Highway Rebuilt

The project will reconstruct approximately 67 miles of I-39/90/94 in Dane, Columbia, Sauk, and Juneau counties, and add one through lane in each direction along the existing alignment, plus auxiliary and collector-distributor lanes in specified segments.

Flood Resilience: Road Raising

As part of the project, about 3.5 miles of I-90/94 will be raised approximately 3 feet and about 2.9 miles of I-39 will be raised approximately 3 to 4 feet to reduce the risk of overtopping in the I-39/I-90/94 Split area.

Interchanges Rebuilt; Up to Two New

The project will reconstruct existing interchanges to modern design standards in listed interchanges across Dane, Columbia, Sauk, and Juneau counties (for example I-94/WIS 30, US 151/High Crossing Boulevard, US 51, WIS 19, County CS, WIS 33, US 12, WIS 23, WIS 13, and US 12/WIS 16); up to two new interchanges (Milwaukee Street and/or Hoepker Road) may be built in Madison pending a funding agreement with the city.

Final Federal Approvals and Challenge Deadline

Federal agencies have issued final approvals for the I-39/90/94 corridor project; anyone who wants to file a legal challenge must file a claim for judicial review on or before June 9, 2025.

Project Reviewed Under Environmental and Relocation Laws

Federal actions for the project were taken under multiple laws including the National Environmental Policy Act, Clean Air Act, Section 106 of the National Historic Preservation Act, the Uniform Relocation Assistance and Real Property Acquisition Act, the Clean Water Act, and others listed in the notice.
