Published Date: 1/10/2025

Notice

Summary

Louisiana Energy Services, also known as Urenco USA, wants to change its license to boost uranium enrichment at its New Mexico plant from 5.5% to just under 10%. This means they can recycle and handle more enriched uranium on-site, making their operations more flexible. People interested in this change have until March 11, 2025, to ask for a hearing or get involved.

Analyzed Economic Effects

3 provisions identified: 0 benefits, 1 costs, 2 mixed.

SGI/SUNSI access requires background checks and fee

Any potential party who needs access to SUNSI or SGI must request access by January 21, 2025, and individuals who seek SGI access must complete background checks including Form SF-85 and fingerprint card (FD-258), and pay $369.00 per person to the NRC for the background check process. The order describes additional documentation, testing of information protection systems, and possible non-disclosure or protective orders.

Facility may handle richer uranium on-site

Urenco USA asked the NRC to amend its license so its National Enrichment Facility in Eunice, New Mexico can apply an enrichment limit of less than 10.0 weight percent U-235 (up from 5.5%) to on-site recycling and support systems, and to remove interim controls for segregation and storage of LEU+-exposed components. The change would let the plant handle and recycle more enriched uranium on-site.

Deadline to request hearing or intervene

If you want to ask for a hearing or to intervene in this NRC action, you must file a request or petition by March 11, 2025. States, local governments, and Federally recognized Indian Tribes may also file petitions within that 60-day period.
