Published Date: 1/14/2025

Notice

Summary

Southern Star wants to build a new compressor station in Osage County, Oklahoma, to help move natural gas. The government is asking the public to share their thoughts on how this project might affect the environment before making a final decision. If you care about local nature or community changes, now’s the time to speak up—comments are due by February 6, 2025.

Analyzed Economic Effects

5 provisions identified: 3 benefits, 2 costs, 0 mixed.

Landowner Easement Negotiations and Eminent Domain

If you own land in Osage County, Oklahoma, Southern Star may contact you to negotiate an easement to construct, operate, and maintain the proposed Cedar Vale Compressor Station. If you do not reach an agreement, and the Commission approves the project, the company could initiate condemnation (eminent domain) proceedings in court; compensation would be determined by a judge under State law.

Land Disturbance and Permanent Footprint

Construction of the Cedar Vale Project would disturb about 12.23 acres of land and Southern Star would maintain about 7.78 acres to operate the facility; the remaining acreage would be restored and allowed to revert to former uses. These changes affect local land use and nearby properties.

NEPA Review of Environmental and Community Impacts

FERC will prepare an environmental document that evaluates effects on geology and soils; water resources and wetlands; vegetation and wildlife; threatened and endangered species; cultural resources; land use; socioeconomics; environmental justice; air quality and noise; and reliability and safety for the proposed Cedar Vale Project. The scoping process will consider reasonable alternatives (including two alternatives in Kansas) and measures to avoid or lessen impacts.

Increased Natural Gas Delivery Capacity to KS and MO

Southern Star says the Cedar Vale Project would facilitate delivery of approximately 98,000 dekatherms per day of natural gas to customers in Kansas and Missouri to increase the capacity of its transmission system.

Landowner Information and Resources Provided

Southern Star provided landowners with FERC's fact sheet 'An Interstate Natural Gas Facility On My Land? What Do I Need To Know?' which explains commonly asked questions including eminent domain and how to participate in FERC proceedings.
