State Water Quality Certifications Required
The project requires a Clean Water Act section 401 water quality certification from the Virginia Department of Environmental Quality and the North Carolina Department of Environmental Quality. Mountain Valley must submit copies of each request and either the certifying agency's decision or evidence of waiver to the Commission.

The deadline to file a motion to intervene or submit comments or protests is 5:00 p.m. Eastern Time on March 11, 2025; filing comments alone does not make you a party, and only intervenors can seek rehearing or later challenge Commission orders.
Environmental Review Timing and Notices
Within 90 days of this notice, Commission staff will either complete the environmental review and place it in the public record or issue a Notice of Schedule for Environmental Review. If a Notice of Schedule is issued, it will identify the anticipated date for the final environmental impact statement or environmental assessment, and federal authorizations must be completed within 90 days after issuance of the FEIS or EA.

The Southgate Amendment Project is described as approximately 31.3 miles of 30-inch pipeline with ancillary facilities, and Mountain Valley estimates the total project cost at $524,137,766; the project is fully subscribed under two precedent agreements providing a total of 550,000 dekatherms per day of firm transportation capacity.
