Accurate parcel dimensions required
If you send commercial parcels using Priority Mail Express, Priority Mail, USPS Ground Advantage, or Parcel Select, you must report the parcel's exact length, width, and height in the Shipping Services file manifest starting July 12, 2026. The Postal Service will evaluate data and systems during a phase-one period before broader automated enforcement.
Large‑parcel fee stays in effect now
Until the rule's phase two implementation, mailers will continue to be charged the Dimension Noncompliance fee for parcels that exceed 1 cubic foot or 22 inches in length if the parcel's dimensions are omitted or inaccurate in the manifest. That fee practice remains in effect through phase one.
Automated enforcement begins early 2027
The Postal Service plans to start an automated system to detect whether dimensions are included and accurate in manifests and to begin assessing the Dimension Noncompliance fee for omitted or inaccurate dimensions in phase two, tentatively scheduled for early 2027. The schedule is tentative and subject to change.
Flat Rate and Returns are exempt
Flat Rate priced pieces and USPS Returns pieces do not need dimensions reported in the manifest. This exemption is explicit in the rule.
Damaged pieces excluded from sampling
The Postal Service will not use mailpieces that are damaged or deformed to validate the accuracy of reported dimensions. Damaged or deformed pieces are excluded from sampling used to check manifest data.
Cubic soft pack measurement unchanged
The Postal Service is not changing the measurement calculation for 'cubic soft pack' as part of this revision. Mailers using cubic soft packs should continue following the existing measurement rules.
