Published Date: 4/24/2026

Rule

Summary

Starting January 1, 2027, pipeline companies must follow the updated MSS SP-75 standard for high-strength welding fittings. This change helps keep pipelines safer, cuts down on confusing rules, and makes it easier for companies to follow the law. If anyone has concerns, they can speak up by June 23, 2026, but otherwise, the new rules kick in smoothly with no extra costs expected.

Rule Aims To Maintain Or Improve Safety

PHMSA concludes adopting MSS SP-75-2025 will maintain or improve public safety, prevent regulatory confusion, and facilitate safety-focused allocation of operator resources. PHMSA also states the update helps align regulations with innovations in materials, testing, and practices.

Operators Must Use MSS SP-75‑2025

If you operate pipeline facilities, PHMSA replaces the MSS SP-75-2019 reference with MSS SP-75-2025 (published June 2025). The updated MSS SP-75 standard will be incorporated into 49 CFR part 195 and is effective January 1, 2027; adverse comments must be received by June 23, 2026.

No Expected New Compliance Costs

PHMSA states that most pipeline operators already follow the updated standard and expects compliance costs to be negligible or that the rule may yield minimal cost savings. PHMSA estimates the total costs on the regulated community will be "less than zero."
