Importers Keep Paying Duties

If you import prestressed concrete steel wire strand (PC strand) from Brazil, India, Japan, Mexico, the Republic of Korea, or Thailand (HTSUS 7312.10.3010 and 7312.10.3012), U.S. Customs and Border Protection will continue to collect antidumping (AD) and countervailing duty (CVD) cash deposits at the rates in effect at the time of entry. This continuation is effective June 2, 2026.

Domestic Industry Protected From Dumping

The Department of Commerce and the U.S. International Trade Commission found that revoking the AD and CVD orders would likely lead to continued dumping, countervailable subsidies, and material injury to a U.S. industry. To prevent that injury, Commerce ordered continuation of the AD and CVD Orders effective June 2, 2026.
