Published Date: 8/20/2026

Notice

Summary

This notice announces that the Transportation Security Administration (TSA) has forwarded the Information Collection Request (ICR), Office of Management and Budget (OMB) control number 1652-0027, abstracted below to OMB for review and approval of extension of the currently approved collection under the Paperwork Reduction Act (PRA). The ICR describes the nature of the information collection and its expected burden. The collection involves the submission of biometric and biographic information that TSA uses to verify identity and conduct a Security Threat Assessment (STA), used to issue a Hazardous Materials Endorsement to the Commercial Driver's License, and a customer satisfaction survey.

Analyzed Economic Effects

7 provisions identified: 3 benefits, 4 costs, 0 mixed.

Program Scale: Respondents, Hours, and Cost

TSA estimates the HME security threat assessment collection involves 238,520 respondents annually, totaling 256,416 annual burden hours and an estimated annual cost of $9.8 million.

Biometric and Personal Data Required

If you apply for a Hazardous Materials Endorsement (HME) on your Commercial Driver's License, you must submit biographic and biometric information including fingerprints, legal name, current and previous mailing addresses, date of birth, sex, height, weight, eye and hair color, city/state/country of birth, immigration status, criminal history, and an optional Social Security number.

HME Must Be Renewed Every Five Years

If you hold a Hazardous Materials Endorsement (HME), you must renew it every 5 years; states or TSA agents collect information to conduct a Security Threat Assessment for renewals.

Online Renewal and Enrollment Options Added

TSA is implementing changes approved in 2023 that add online renewal capability, offer enrollment in Rap Back, and let applicants enroll in multiple programs with one application, which may change how you submit or renew HME applications.

Typical TSA Decision Timing

Most states and applicants receive TSA notification of the final Security Threat Assessment decision within 2 to 3 weeks after submission of a completed application.

Appeal or Waiver Deadline: 60 Days

If TSA issues a Preliminary Determination of Ineligibility for an HME, you must submit a request for an appeal or waiver within 60 days of that letter or TSA may make a final determination to deny eligibility.

Optional Customer Satisfaction Survey

Applicants who enroll using TSA's enrollment provider are invited to complete an optional customer satisfaction survey at the end of the enrollment process (including new online renewals); TSA and the enrollment services provider compile these survey results into reports.
